Duties

You will evaluate design changes, advanced development changes, or system improvements to recommend modifications to engineering systems. You will perform technical reviews of mechanical engineering designs, calculations, analysis, drawings, or specifications to ensure compliance with project objectives or standards. You will coordinate mechanical engineering support (e.g., quality assurance, cost control, adherence to contract, testing and evaluation) to evaluate maintenance requirements. You will manage high-risk projects to ensure successful engineering and architectural project management techniques are applied. You will resolve complex and diverse utilities infrastructure designs, equipment, and system problems to ensure accurate and proper productivity. You will provide services for plumbing, heating, ventilation and air conditioning systems. You will provide services for chilled water, steam, hot water, compressed gasses, natural gas, fuel distribution and storage, energy saving and conversion systems. You will provide services for renewable energy/energy efficient systems/studies, and power distribution and generation systems. You will provide services for large utility plants and distribution systems. You will provide services for air pollution control, water and wastewater control systems, process and chemical process piping systems. You will provide services for piping and instrumentation diagrams, instrumentation and control systems.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

SELECTIVE PLACEMENT FACTOR: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing engineering drawings and specifications for mechanical projects involved in the construction and/or renovation of facilities such as housing, hospitals, multi-story office buildings, steam plants, etc.; 2) Preparing technical reports that address project progress, investigations, recommendations for issues, compliance with project's budget and design, etc.; 3) Producing results of analysis in writing and consolidate findings of others and evaluate recommendations and facts; and 4) Making oral presentations of proposed designs and results of studies. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
