The primary purpose of this position is: To serve as an Emergency Communications Center Dispatcher to operate the Emergency Communications Center (ECC), a centralized 24 hours, 7 days a week, 365 days a year emergency communications control center responsible for receiving initial incident notification.
Duties
Monitors, operates and receives information over Public Safety Answering Point (PSAP) communications equipment via a variety of emergency 9-1-1 reporting systems and other emergency reporting phones.
Monitors and operations installation-wide central alarms system receiving equipment (fire, security, video, and other systems or devices) critical to personnel health, safety and resource protection requirements.
Prepares and maintains official records and other documents relating to ECC operations.
Operates, tests and conducts operator-level troubleshooting of equipment/devices, such as computers, radios, telephones, voice recorders, printers, facsimile systems.
Provides first responder alterting for emergency and non-emergency services, support services to the incident commander(s).

- Must obtain DOD or International Fire Service Accreditation Congress Telecommunicator, Level I and II and Hazardous Material Awareness within 90 days of appointment and are a condition of employment. (Certification prior to selection is preferred)
- Work schedule normally includes, nights, weekend and holiday work, as well as scheduled and unscheduled overtime.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- IAW, DoDI 3020-42, Defense Continuity Programs.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- Must communicate clearly without impediment and remain calm during stressful emergency situations.
- Meet medical requirements. Must have acceptable vision, hearing, clear speech, ability to work under stressful conditions, meet physical requirements (May allow reasonable accommodation depending on location and facilities).
- Breaks and meals may be required to be taken within the immediate ECC area, unless approved by a supervisor.
- Must participate in all training programs and exercises.
- Employee must wear designated uniform and comply with organizational dress and appearance standards.
- May be required to obtain and maintain Cardio-Pulmonary Resuscitation (CPR) and Emergency Medical Dispatch (EMD) certification within 90 days of appointment, based upon local requirements.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position for an emergency are not available.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Dispatching Series, 2151.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge and application of an extensive body of vehicle dispatching procedures, resources and capabilities, as well as detailed geographic knowledge of the jurisdiction served to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems. The Emergency Communications Center Dispatchers employs a comprehensive body of operational knowledge of the communications equipment, alarm equipment and systems, radio usage and procedures, and the Public Safety Answering Point (PSAP) communications equipment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DOD, Air Force safety, security policies, procedures and practices, such as law enforcement, Health Information Protection Act, Privacy Act and other controlled information.
Skill in basic computer operations to input, change, retrieve and track information. This includes word processing, common office software programs. A qualified typist is not required, but proficient typing skill preferred.
Ability to work independently, prioritize and organize work without direct supervision and effectively coordinate across functional areas.
Ability to operate, test and conduct operator-level troubleshooting of equipment/devices, such as computers, land mobile radios, multiline telephones, voice recorders, printers, facsimile systems. A qualified technician is not required.
Ability to learn to monitor, operate and receive information over 9-1-1 Public Safety Answering Point (PSAP) communications equipment and installation-wide central alarms system receiving equipment (fire, security, video and other systems or devices)
Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
