This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate, Office of SAFETY Act Implementation. The primary purpose of this position is to serve as a Program Manager responsible for planning and conducting broad management and program analysis; and provide advice and consultation regarding program activities and operations that have agency-wide or government-wide impact. Non-BU: This is a non-bargaining unit position.

Duties

As a Program Manager, GS-0340-13/14, your typical work assignments may include: Evaluating program, advising management and performing analytical work utilizing methods and techniques to oversee projects, such as applications from entities seeking SAFETY Act protections. Overseeing the planning, execution and governance of programs and their related projects to meet the customers' needs and the successful delivery of the programs' output/product. Developing goals, policies and objectives encompassing research efforts to develop technologies and systems to support the Department of Homeland Security's mission. Directing and conducting costs analyses for projected activities to optimize use of resources and for budget planning purposes. Developing integrated strategic plans delineating contracting strategies, key risk areas, and metrics to measure costs, schedules, and performance. Reviewing, advising on, and conducting complex analyses, evaluations, or investigations in support of organizational programs, systems, and processes, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance. Serving as an expert analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Formulating and delivering complex information (e.g., presentations, briefs, etc.) in written and oral form to leadership, management and other internal or external stakeholders that required analytical, strong communication skills and technical acumen. Qualifications

Specialized Experience for GS-14: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Collaborating with internal and external customers/partners to identify and resolve complex technical issues; 2) Ensuring customer needs are met by collaborating to develop concepts plans, scopes of work, schedules, and funding requirements for projects; 3) Performing long range program planning for budget and resource requirements to meet program requirements and comply with regulatory requirements; 4) Developing integrated strategic plans to identify risk areas and performance metrics to monitor ongoing projects for compliance with milestones. Substitution of education in lieu of specialized experience may not be used for this grade level. Specialized Experience for GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Ensuring program strategies are consistent with customer needs and long term goals; 2) Utilizing cost-benefit analysis to set spending priorities and track program budget; 3) Coordinating with internal and external customer to plan and manage projects. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
