The following are the duties of this position at the full working level.
Draft project plans for a multifunctional development project in software analysis, design, development and implementation.
Identify resource requirements and assigning tasks to project members; reporting progress; ensuring customer and management involvement throughout the software development process.
Resolve critical issues affecting the configuration of the IT infrastructure and coordinate the demonstration of new and enhanced applications to customers and management.
Identify and correct weaknesses in critical performance parameters, and variances in achieving cost, schedule, and performance goals.
Investigate, evaluate and select tools and methods for improving productivity and software quality throughout the life cycle.
Programs and projects may include managing complex compliance related programs and functions including but not limited to:
Designing work processes; Providing technical guidance regarding strategy on regulatory and compliance requirements; Acting as a team lead; Organizing data and preparing profile reports/communications using Microsoft Office applications such as Excel and Access.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following qualification requirements by the closing date of this announcement:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service:
This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies:
1) Attention to Detail, 2) Customer Service, 3) Oral Communication, 4) Problem Solving
Specialized experience for this position includes experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
In addition to the above you must meet the requirements below:
At this level you must have experience developing project plans; providing technical guidance to team members; serving as primary liaison between customers and vendors and IT management throughout the development process; planning and coordinating agency wide implementation of process improvement methods and concepts to improve the quality of software products; serving as the principal advocate within the agency for the application of process improvement concepts and practices; consult with senior specialists and IT managers throughout the agency in the implementation of process improvement practices.
You must have experience programming ASP.NET applications working with C#, MS-SQL development working with Transact-SQl, experience using the markup languages HTML and Cascading Style Sheets (CSS), and programming in Javascript to review and analyze requirements to identify, develop and test programming solutions, and working both independently and in a team environment to analyze and identify system issues, develop recommendations and test solutions; and documenting the applications using tools such as flowcharts, structure charts, matrixes, etc.
