The VA Medical Center manages a robust prosthetics and sensory aids program. The Chief of Prosthetics administers, supervises, and performs work concerned with rendering prosthetic and sensory aids services and devices to patients.

Duties

Duties for the Supervisory Prosthetic Representative (Chief of Prosthetics), GS-0672-13, may include but are not limited to: Develop local organizational policies and procedures consistent with national policies and procedures. Develop statements of work for service contracts and complete and or/review procurement packages. Oversee over 1000 tissue contacts. Established long and short term programmatic goals in alignment with local and national needs. Responds to a variety of correspondence with contractors such as Home Oxygen vendors and programmatic issues, congressional inquiries, facility committees and or work groups. Assess and provide technical guidance concerning equipment and benefits to beneficiaries and other health care workers such as clinicians. Adjust workload and develops performance measures implements new local and national guidelines. Develops tools that allow monitoring of quality assurance program. Analyze, review, and evaluate the results of various monitors and databases and metrics. Confers with contractors and health other health care workers to ensure the patients receive the appropriate prosthetics and sensory aids. Inform veterans and family members and clinicians on different appliances and services available for use and procurement. Analyze cost development and containment initiatives to develop and prepare budget estimates. Coordinate specialty programs which include clothing allowance, Home Oxygen, Automobile Adaptive Equipment, and Home Improvement Structural Alterations (HISA). These programs require strict oversight and adherence to national standards. Review medical and administrative files of veterans. Interview veterans and inspect prosthetic equipment and appliances. Authorize benefit payment and reimbursement based on qualifications. Conduct home and vendor inspections and recommend approval of contractor prosthetic shops implement Joint Commission standards of care coordinate specialty clinics which include wheelchair, amputee, major medical equipment committee, preventative amputee care team, et cetera. Participate in team and clinical decisions serving as technical advisor and subject matter expert on prosthetics and sensory aids to ensure clinical decisions are implemented, managed, maintained, and controls inventory of prosthetic and sensory aids to include the contracts. Represents the department and public relations activities and outreach events such as lectures, town halls and in services. Administers personal management rules, regulations, and procedures plans, schedules, reviews work including projecting and forecasting. Responsible for effective utilization of all resources. Plans and estimates budgetary requirements. Executes and controls established spending plans and requests for additional funding. Set guidelines and procedures to assure safe work environment and use of safety equipment. Keep abreast with current issues in the health care industry and technological advances in prosthetics and sensory aids and educates clinicians. Develops functional statements, performance standards and competencies of employees. Initiates disciplinary action and procedures. Manages time and leave programs. Administer veteran's appeals process. Implements new directives, programs, and policies. Responsible for the proper application of laws, rules, and regulations for prosthetic and sensory aid devices. Communicate and respond orally or in writing with management and or stakeholders. Develop proposals, business plans and action plans. Prepares and presents lectures to VA and or non-VA functions. Manages resources such as space, equipment, supplies, and personnel in addition to resolving conflicts. Overseas the operation of the prosthetic and optical laboratories including restorations. Other duties as assigned. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. Experience and Education: Individual must meet at least one of the requirements below. Experience: One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; or Education: A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; or Experience/Education Combination: Equivalent combinations of experience and education are qualifying. Grade Determinations: GS-13 Prosthetic Representative (Service Chief) Experience: At least one year of experience equivalent to the GS-12 grade level. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of directives, handbooks, clinical practice guidelines, and regulations that apply to Prosthetic and Sensory Aids Service to resolve complex, controversial, or precedent-setting matters. Ability to manage specialty prosthetic services. This includes the ability to provide specialty services based on the unique needs of the patient. Skill and ability to effectively advise senior management officials. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. Ability to supervise/manage through subordinate supervisors the activities of prosthetic representatives that have diverse functions. Ability to establish and monitor productivity standards and production and performance priorities. The actual grade at which an applicant may be selected is a GS-13. Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The Chief of Prosthetics work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, and carrying light items such as manuals or supplies, or driving or traveling by motor vehicle.
