Position is an Administrative Officer for the Surgical Service at Clarksburg VA. The purpose of the position is to direct and perform all administrative functions that include administration, human resource management, budget and finance, management and program analysis, office support services, document control, logistics and a variety of related administrative matters in support of the medical center.

Duties

Incumbent serves as supervisor to Service administrative staff. The incumbent must adapt to frequent changes in mission priorities as dictated by both internal and external, intra and extra VA demands, pressures and influences. Legislative, judicial, and Executive Branch activities, changing political structures, Veterans Organizations, the impacts of Agency centralization and decentralization, and evolving demands for program services, among others, have a never ending impact on the approaches he/she takes toward making decisions, setting priorities, and completing work. Based on day-to-day observations, analysis of work processes, and special studies, the incumbent evaluates program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of highly complex administrative problems and conflicts. Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations. Develops recommendations and implements new or modified guidelines, work processes and operations in order to improve the effectiveness, efficiency, or timeliness of work processes and information dissemination. The incumbent serves as the Contracting Officer Representative (COR) for the Surgery Service. The incumbent negotiates updates and maintains memoranda of understanding with the primary affiliate and other entities required by regulation and local need. The incumbent works the Clinical Contracts Liaison to develop and establish contracts and mechanisms for tracking the fulfillment contract obligations. The incumbent plans and/or accomplishes special projects. Acts as the expert on special projects, advising executive level management on major program issues. The incumbent leads, conducts or participates in complex management studies and reviews with wide or significant effect upon the agency's organizational structure, policy processes, operations, fiscal control and economy and those where the boundaries of these studies may be broad. He/she organizes assigned projects; plans, organizes and directs team study work; selects qualitative and /or quantitative methodologies appropriate to the subject under examination. Incumbent establishes an atmosphere conducive to the accomplishment of the basic mission of the medical center, provides leadership and sets priorities in utilization and implementation of sound personnel practices and principles for the health care system and in dealing with personnel actions which affect key employees or have possible serious repercussions. He/She must be a highly motivated, independent self-starter capable of achieving timely, desirable end results in the completion of work assignments. The incumbent must deal effectively with diverse groups, and individuals representing varying points of view, and often having conflicting needs, wants, and aspirations. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Displays expert knowledge of health care delivery systems, and Medical Center program functions. Designing and carrying out methods and techniques that address mission mandates and executive management concerns. Ability to participate in the development and implementation of both long- and short-term policies and plans for the health care delivery system, giving special consideration to the integration of internal administrative and clinical policies, to the standards and requirements of various regulatory and accrediting bodies, and to the impact of internal policies on outside entities such as other area hospitals and the community at large. Ability to provide input in the most complex management deliberations and decisions by performing in a consultative manner by managing, analyzing, evaluating and coordinating health care delivery systems and operations. Performs a high degree of analytical decision making, interpersonal skills, and has specialized knowledge of principles, practices and programs of health care delivery systems for large medical organizations OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required and must be able to function under pressure.
