This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Mid-Atlantic Health Care Network (VISN 6), Hampton Veterans Affairs Medical Center (HVAMC), under the Mental Health and Behavioral Sciences Service Line (MHBS). This position is aligned with the Primary Care-Mental Health Integration (PCMHI) Program and is located at the main Hampton VAMC campus.

Administrative (Supervisory) Responsibilities (50%): The duties of this position are highly complex, as programmatic decisions have significant wide-spread impact on multiple services across sites, including staffing and resources. Standardization of training and programming improves efficiency and effectiveness of programming. The incumbent is responsible for ensuring standardization of processes within each key clinical program noted below, including the development of relevant SOPs and job aids. The incumbent is responsible for strategic planning to ensure the provision of high quality services to meet the needs of the Veterans being served in the clinical programs detailed below. In addition, the Program Manager has broad management responsibilities, including full administrative and operation responsibility for the following key clinical programs: PCMHI Behavioral Health Lab Measurement Based Care, The National PCMHI Competency Training Program, PCMHI Self-Management Support Programming, and PCMHI Research Development and Implementation. The Program Manager has full responsibility for the oversight of the practice of the psychologists, social workers, Licensed Professional Mental Health Counselors, registered nurses, and administrative support personnel in the PCMHI Program detailed below to ensure the highest quality of service delivery provided to Veterans throughout the Hampton system of care. Supervisory responsibilities include ongoing evaluation of staffing needs and personnel assignments, periodic updating of position descriptions and functional statements, coordination of competency evaluations, completing performance appraisals, and professional and administrative supervision as appropriate and necessary. The incumbent may also supervise other Program Managers and staff in the program. Clinical Responsibilities (40%): Functions as a Licensed Independent Practitioner at the advanced practice level and contributes to the Medical Center Professional Councils. Completes bio-psychosocial patient evaluations and periodic reassessments of each patient served, which provides a comprehensive database to identify psychological, social, and vocational needs and the appropriate treatment and services to be provided. Provides complex case management services/lead coordination for Veterans with complex needs and evaluates walk in Veterans providing same day service. Completes suicide risk assessments and safety plans. Provides evidence- based therapies including motivational interviewing skills in daily work. Academic/Teaching/Training (10%): Provides consultation and training to other staff on the special needs of veterans Provides education to Veterans on VHA health care services available at the facility and about services available within the VISN and in the local community. Establishes and maintains an ongoing education program for patients, community agencies, students, and staff to facilitate understanding of medical treatment, including clinical practice guidelines, mental health issues, readjustment issues, psychosocial difficulties, and caregiver issues facing the Veteran population. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Possess a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker- Program Coordinator, GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. In addition to the experience above, candidates must demonstrate all of the following KSAs: Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
