Duties

This Program Analyst position is located Security Operations (SO), Surface Operations, Support, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Analyzes and evaluates Surface Operations program mission support areas to determine areas in which progress is unsatisfactory and determines courses of action to remedy deficiencies or improve internal efficiencies. Applies a wide range of qualitative and quantitative methods for the assessment of administrative program requirements and identifies areas needing special emphasis or improvement to advance Surface Operations related mission support focused areas such as staffing, budget, procurement, and other administrative requirements. Establishes methodology and procedures for compiling, consolidating, reviewing, analyzing, tracking, and editing programs, budgets, and related documentation. Formulates projects and recommends assessment criteria for the evaluation of TSA Surface operational staffing, resourcing, and administrative program requirements, and contributes to the performance of meeting program centric mission requirements. Communicates with internal and external program managers, as well as necessary representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues. The major duties described reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying knowledge of federal laws, regulations, regulations, policies, and precedents to serve as an authority on assigned program area(s), and related activities and projects. Applying knowledge of management principles, organizational theory, techniques of analysis, and evaluation to assess program development, execution, and overall resource management. Applying analytical and evaluative methods, techniques, and procedures to design and conduct analytical studies and surveys. Planning and carrying out a wide range of complex administrative and program activities. Coordinating and reviewing travel to include scheduling, itinerary details, reservations, periodic audits of travel vouchers and pre and post trip reports. Applying knowledge of TSA payroll systems and processes (i.e., WebTA; GovTA, etc.), or serve as a payroll system "timekeeper"'. Applying knowledge and understanding of basic acquisition processes and procedures, such as Contracting Officer Representative (COR) responsibilities, purchase card program, etc. Knowledge and understanding of program staffing models and personnel tracking. Knowledge and understanding of property management processes for accountable property. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying federal laws, regulations, regulations, policies, and precedents to serve as an authority on assigned program area(s), and related activities and projects. Applying knowledge of management principles, organizational theory, techniques of analysis, and evaluation to assess program development, execution, and overall implementation of resource management requirements. Applying knowledge of planning, programming, and budgeting regulations, guidelines, and processes to prioritize the financial resources for assigned mission programs. Applying advanced skills in oral and written communications to enable presentation of sensitive and sometimes controversial material and recommendations to higher authority on the results of studies or problems. Planning and carrying out a wide range of complex administrative and program activities. Coordinating and reviewing travel requirements to include scheduling, itinerary details, reservations, conducting periodic audits of travel vouchers and pre and post trip reports. Serve as a Point of Contact for a program-level staffing program, with in-depth knowledge of staffing roles, responsibilities, and notification procedures for requested changes. Perform duties, or have experience performing duties, of a purchase card holder. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
