Duties

WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Procurement Policy The following are the duties of this position at the full working level. Exercises responsibility for a complete range of contracting activities such as acquisition planning/negotiation, evaluation of proposals, and contract cost and price proposal evaluation. Interprets complex federal procurement regulations and other official procurement guidance to develop and advise on policies and procedures that virtually affects all IRS program areas and organization. Plans, coordinates and manages the contract cost and price functions critical to the mission of the IRS. Evaluates contractor responsibility, analyzing the contractor's past performance, costs of previous procurements, and/or standards and other techniques in producing like or similar items. Investigates the soundness and adequacy of the vendor's credit and financial position. Forecasts price trends, economic factors, and efficiencies in production for future accounting period using analytical techniques.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : You must have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal Service. To be qualifying as specialized experience you must have experience carrying out all aspects of procurement regulations, other official guidance and contracting principles, including the latest procedures and techniques. Examples may include Contract Cost and Price Analysis Techniques; Sophisticated pricing arrangements, cost accounting, accounting principles, cost accounting standards, government auditing standards, and life cycle cost planning; experience with industry trends pertaining to the acquisitions of highly specialized equipment, supplies and services; and experience with public, private, and legal sector principles and practices. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
