This position is located in the Chief Information Officer Organization (CIOO) and serves as an Information Technology (IT) specialist in the Application Platforms and Delivery Branch (APDB), which has primary responsibility for providing application solutions to enable efficient business operations and drive business agility.

Duties
Serves as a technical lead and manages the software development of multiple medium to high cost, medium to high impact, and/or medium to high complexity large scale IT Software Projects or assigned automated information systems (AISs) to support business customer needs. Solves significant problems complicated by interfaces and interrelationships between and among programs, systems functions, policies, and numerous critical issues.
Supports the enterprise services including DevSecOps, data integration, middleware, security solutions, reporting and visualization, and other processes to provide an effective environment for development operations.
Creates and/or provides technical input to statements of work, task orders, and other acquisition related documents necessary to effectively obtain and manage contractor-supported APDB projects. Uses Agile/DevSecOps methodologies to monitor and maintain the system development through production delivery.
Develops project plans, mitigates risks, and validates project expenses and invoices (e.g., actual cost against budgeted expense) and communicates information to all project stakeholders.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Specialized Experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-12 grade level or above in the Federal service. Specialized Experience is defined as experience leading and developing software for multiple platforms, designing and implementing Web Applications, Web Frameworks, data integration in a multi-cloud/hybrid environment and experience in Low Code No Code cloud platforms for Customer Relationship Management (CRM) or Business Process Management (BPM).
You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:
