About the Position: Sierra Army Depot is located in Herlong CA, a rural town in Northern California. Herlong is approximately 60 miles north of Reno, NV, and 35 miles south of Susanville, CA. The depot serves as an Army Expeditionary Logistical Support Center. Employees work Mon-Thurs, 0630-1700 hrs. Youth Facilities and childcare available. Mass transportation is available at minimal cost. Surrounding area boasts a full range of outdoor sports/recreation activities.
Duties
Serve as the Financial Manager and Director of Resources at an installation serving and/or interacting with 1,500 personnel.
Plan, organize, and direct all programs, the programs are not limited to accounting, budgeting, audit readiness/remediation, and manpower functions.
Interpret general policies, directives, and regulations pertaining to the financial programs and policies issued by higher echelons and in conformance therewith, issues policies and procedures.
Review and approve accounting, budgetary, and manpower data depot directorates for resources required to carry out programs. Adjusts the installation budget to conform within imposed limitations.
Assign, direct and evaluate work of the subordinate organizational elements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
- A one year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Financial Management Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012,
- Public Law 112-81, Subtitle F-Financial Management, section 1051, amending10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of the Financial Management certification program.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Basic Requirement for Financial Manager:
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Reviewing work in capital funds for fiscal control programs to ensure cost effectiveness, 2) Leading personnel to complete financial actions, 3) Developing long-range plans for the financial department, and 4) Providing budgetary advice to command group or higher headquarters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
