The primary purpose of this position is to develop, review, coordinate and execute the installation's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, and Numbered Air Force, federal, state, and county plans in the area of Prevention, Protection, Mitigation, Response, and Recovery.
Duties
Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM.
Conducts installation EM assessment and interprets and analyzes assessment results.
Conducts initial and recurring training for functional areas of EM.
Serves as Emergency Support Function (ESF 5), Alternate EOC Manager, EM representative in the EOC and CBRN Control Center.
Serves as the Contracting Officer Representative for the Emergency Management Contract for Cape Canaveral Air Force Station.

- Completion of the National Planners course is highly desirable.
- Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International
- Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform
- containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.
- May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
- This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of
- wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if
- alternative for filling of the position during an emergency are not available.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Employee must be able to obtain and maintain a Secret clearance.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to work outside normal duty hours.

CONDITIONS OF EMPLOYMENT:
This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Standard Administrative and Management Positions, for Emergency Management Series, 0089.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade (NH-I or GS-04) level or band (or equivalent in other pay systems), which has equipped with experience necessary to perform the job. Examples of creditable experience include knowledge of assisting in developing, reviewing, coordinating and executing the Emergency Management (EM) program; ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the installation level.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D.in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your college transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment.
Knowledge of and ability to develop EM training programs and conduct training and testing.
Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations.
Skill in analyzing situations and taking appropriate emergency action.
Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations.
Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
