The incumbent serves as the Quality Assurance Specialist for Environmental Management Services with the Ralph H. Johnson VA Medical Center. The incumbent is responsible for training all VAMC environmental staff who are responsible for the Charleston VA Medical Center, including the Mental Health Research building, and VA Fisher House. In addition, the incumbent provides VA cleaning criteria to contractors responsible for several leased sites of care.
Duties
Major Duties include (but not limited to):
-Reviewing production activities and capabilities in light of contract quality requirements
-Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans
-Verifying by test of inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements
-Preparing reports or charts, computing data, and summarizing results
-Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities
-Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals
-Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
-Training of all VAMC EMS staff.
-Advice, assistance, and support to top management in developing and implementing procedures, policies, and programs.
-Ensuring policies and programs meet OSHA, American Hospital Association, Joint Commission on Accreditation of Hospitals Organization, Environmental Protection Agency, and any other applicable accrediting bodies.
-Prepares supplemental instructions, inspection forms, and guidelines for pre-established VA Standards.
-Develops formal Quality Assurance Plan for EMS to be issued as a Medical Center Memorandum.
-Conducts inspections and/or reviews of all areas and programs in which EMS is involved, recommending appropriate changes to reflect changed conditions and to conserve resources.

Work Schedule: Monday - Friday, 8am - 430pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. (TRANSCRIPTS REQUIRED)

Combination: Applicants may also combine education and experience to qualify at this level. Graduate education in excess of 2 full years can be combined with experience towards meeting total qualification requirements (TRANSCRIPTS REQUIRED).

Physical Requirements: The duties involve frequent walking, bending and stooping to inspect quality of work performed by service employees and prolonged standing to observe equipment utilization and production techniques. Work environment involves frequent exposure to hazardous wastes, toxic pesticides and caustic chemicals. Exercising care in working around conveyors and other production equipment.
