This position is located with the Bureau of Indian Affairs, OJS, Assoc Dir-Tribal Justice Support in Anchorage, Alaska. Position will assist in the administration of technical assistance and training options for all tribal justice systems within PL 280 jurisdictions, as well as in the facilitation of the administration of judicial services.

Duties

Assists Tribal Judicial Systems in designing and creating training for all aspects of court operations, including PL 280 jurisdictional issues. Designs and creates Tribal Judicial training, on procedure and substantive issues in all types of justice systems, including alternative courts. Assists Tribes in designing, creating and implementing specific training needs and creating Tribal Justice pilots - such as Tiwahe pilots. Creates, plans and coordinates evaluation measures for all types of judicial procedures, including for example, administrative orders. Assists in the design of a data system that reports the status and needs of Tribal Justice Systems to various entities (e.g., Congress and OPM). Recommends solutions and provides technical assistance to Tribal Justice Systems. Serves as a Tribal Justice Services (TJS) representative and maintains effective working relationships with various entities (Federal, State, Indian Tribes, private and public organizations). Provides options for technical assistance to Tribal Justice Systems training for all parts of a justice system, including civil and juvenile training, focusing on child dependency cases, including ICWA transfers.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards). One year of specialized experience at the GS-13 grade level is required.. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: utilizing a wide range of knowledge in qualitative and quantitative methods for the assessment and improvement of a tribal justice system using actual trial practice experience; comprehensive knowledge of the full range of administrative laws, policies, regulations, and precedents applicable to the administration of Tribal Justice programs; create new objectives and implement strategies for effective training and technical assistance to Tribal courts based on actual trial court experience; and work with a team to create a data analysis system to report the status and needs of Tribal Justice systems through statistical analysis. This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
