The Chief of Staff reports to the Facility Director and serves as the healthcare system official responsible for all clinical operations. The incumbent serves as the Chief of Staff (COS) for VA SORCC of the Veterans Health Administration. The VA SORCC is an integrated health care system for Veterans serving a broad geographic area encompassing the counties of Jackson, Klamath, and Josephine counties.

Duties

The Chief of Staff (COS) is the top executive for all Providers and serves as a key and equal member of the Facility Executive Leadership Team. They will participate in strategic planning, organizational assessment, program development, project management, budget planning/financial stewardship, executive decision making, policy determination and implementation strategies. Incumbent collaborates with other executives to ensure that policies and practices promote optimum patient care outcomes and efficiency. Major duties also include: Integrates new medical staff with other professional disciplines and functional areas in the mutual achievement of patient centered and organizational goals; Monitors and promotes compliance with VA regulations and professional standards, working to ensure that facility programs reflect the mission and priorities of the Facility, VISN 20, Veterans Health Administration (VHA) and VA; Serves as a professional liaison to other VA, federal, community, affiliate, media, congressional, and constituent organizations regarding clinical matters; Develops and maintains working relationships with affiliated medical schools and programs associated with the Medical Center, recruits certified licensed professional staff and ensures that staff practitioners are credentialed and privileged in accordance with VHA and Joint Commission (JC) requirements; Ensures medical staff are compliant with agency regulations, medical staff bylaws, rules and regulations, VA facility policies, JC standards and other appropriate regulations; Creates an environment of continuous quality improvement, within which programs and quality of care effectiveness are evaluated; Leads clinical staff to provide quality health care to each Veteran and embraces VHA's core values of integrity, commitment, advocacy, respect, and excellence. The chief of staff develops and maintains currently accepted management practices throughout the clinical services. The chief of staff develops and presents budgetary requirements of the clinical services and assists in the formulation of the annual budget program. The chief of staff is fully responsible to the medical center director for programs of patient care and for the educational and research activities of clinical services. To carry out these responsibilities, the chief of staff: Formulates and recommends plans for a comprehensive program of medical care; Develops the requirements of staff, facilities, equipment, and supplies needed to carry forward such an integrated program, utilizing necessary reviews and controls; and Appraises the effectiveness of the various medical programs in meeting the needs of patient care. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Podiatrist Basic Requirements Candidates must be a United States citizen. (Noncitizens may be appointed when it is not possible to recruit qualified citizens, in accordance with chapter 3, section A, paragraph 3g, this part.) Applicants must possess a doctor of podiatric medicine degree, or an equivalent degree resulting from a course of education in podiatric medicine and surgery. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Applicants must possess a current, full, and unrestricted license to practice medicine or surgery in a state, territory, or commonwealth of the United States, or in the District of Columbia. The podiatrist must maintain current registration in the state of licensure if this is a requirement for continuing active, current licensure. Podiatrists must have completed residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA Podiatrists involved in academic training programs may be required to be board certified for faculty status. Approved residencies are: Those approved by the accrediting bodies for graduate medical education, the Council on Podiatric Medical Education, in the list published for the year the residency was completed, or Other residencies and training experiences, or their equivalents, which the local Professional Standards Board determines to have provided an applicant with appropriate professional training. Podiatrists appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7402(d), 7407(d). A chief of staff must serve on a full-time basis and must be a Doctor of Medicine or podiatric medicine. Physical Requirements: Incumbent must be physically and mentally able to efficiently perform the essential functions of the position without hazard to self or others. Work requires no extraordinary physical exertion, although there is some requirement to navigate across various sections of the physical campus. Incumbent may need to climb stairs. Duties require periods of standing, walking, bending, and carrying light objects. Incumbent must maintain a valid driver's license and be able to safely operate a motor vehicle. Basic Life Support (BLS) is required.

Education

Applicants must possess a doctor of podiatric medicine degree, or an equivalent degree resulting from a course of education in podiatric medicine and surgery. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.

Approved schools are United States schools of podiatric medicine and surgery, approved by the Council on Podiatric Medical Education of the American Podiatry Medical Association in the year in which the degree was granted.

The Under Secretary of Health or designee in Central Office may approve the appointment under authority of 38 U.S.C. § 7405 for a podiatric graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
