This vacancy is for a Supervisory Survey Statistician position in the Associate Director for Economic Programs located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Supervisory Survey Statistician, 1530-14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications/specialized experience.
Duties
Full range of statistical work including planning, coordinating, computational analysis, statistical data analysis, monitoring collection, and dissemination activities for large scale censuses, surveys, and/or research projects.
Develop or supervise development of detailed operating procedures, administrative forms, and instructions necessary to perform requisite survey/program operations successfully.
Perform a full range of management functions, including long-range planning, assigning work, instructing and advising subordinate staff members, reviewing work, setting standards of performance, budgetary monitoring, etc.
Directs processing and analytical improvements and development of new products using data science.
Provide effective support and guidance to staff who process and analyze data.

Qualifications
Minimum Education Requirement: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
A combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
AND
Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes knowledge of at least one or more of the following: data collection, data analytics, response monitoring, data management, or dissemination processes, tools, and techniques required to plan, monitor, implement, and disseminate large-scale surveys throughout the survey/project lifecycle; ability to develop and use collaborative relationships to facilitate the accomplishment of work goals and to use appropriate interpersonal styles and techniques to gain acceptance of idea or plans; leading a diverse team and setting priorities to manage multiple concurrent activities; collaborating within the agency and internal/external organizations to establish and maintain effective working relationships; ability to build and manage a multi-disciplined workforce based on organizational goals, budget, and staffing needs.
Education: Education cannot be substituted at this level.
