This position is an Instructional Systems Specialist within the Education and Research Service at the Dayton VAMC..This position manages education programs, curriculum design, and training instruction for a wide variety of courses presented to employees for their job enhancement and overall career development. The work involves planning, administering, or evaluating programs designed to develop employees and manage learning in the organization.

Duties

Major duties include but are not limited to: The Instructional Systems Specialist takes a primary role in the implementation and analysis of the VISN 10 Educational Needs Assessment (ENA), as well as the development of outcome based training plans. Accountable for the All-Employee Survey (AES) program coordination for the Dayton VA Medical Center. Develops, facilitates, administers, and publicizes the VISN 10 New Supervisor Orientation program for new supervisors, utilizing medical center facilities. Responsible for developing and presenting New Employee Orientation (NEO) following the facility NEO calendar. Lead the development and delivery of custom training programs, including computer based and instructor led training programs, in support of complex products and procedures for the Medical Center and its various Services as requested by the VISN, Executive Leadership Team, and or services. Plan, develop, and deliver Instructor-led local leadership development programs to employees ranging in skill from beginner to experienced, front-line staff to upper management, including both clinical and non-clinical staff. Develops and records content and methodology for courses requested by Leadership and staff for training programs (leadership development, communication, VISN and national initiatives and/or directives, professional development, quality initiatives, educationresulting from root cause analysis, continuing education, and staff development courses) delivered at the Medical Center. Measures the impact, effectiveness, and efficiency of medical facility instructional programs. Applies analytic and performance problem-solving principles of Instructional Systems Design (ISD). Provides expertise to Service, Staff, and Program Office personnel on ISD principles and methodologies to develop and strengthen skills across the training community. Conducts analyses to determine the requirements for revision of existing instructional systems or development of new training programs. The employee is responsible for anticipating change and new developments in the learning field to ensure virtual learning environment remains viable and highly effective for VA. Explore, develop, and implement training delivery methodologies and technologies in a rapidly growing technology environment. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Basic Requirements: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: You may qualify based on your experience as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: One (1) full year of specialized experience with knowledge, skills, and abilities to perform the duties of this position successfully that is equivalent to at least the GS-11 grade level in the Federal Service. Examples of specialized experience includes: Experience in planning, developing, implementing, directing, managing, teaching, evaluating and coordinating overall education and training programs. Knowledge of a variety of teaching modalities, e.g., traditional classroom instruction, computer-assisted instruction, web-based programs, distance learning and audiovisual aids and the ability to select appropriate methods for different students and varying subject matter. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is usually performed sitting at a desk, in conferences and meetings, or standing for several hours at a time in classroom presentations. Some light physical exertion is necessary.
