WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION?

Vacancies will be filled in the following specialty areas:
Human Capital Office of Human Resource Strategy, IRS University, Business Resource Office
This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs.
The following are the duties of this position at the full working level.
Directs, plans and coordinates complex budget and financial analyses of planned or proposed programs, projects or processes which consider factors such as: impact on customers, other programs and policy and procedural changes, staffing, training and support requirements, risk factors, costs and available alternatives.
Formulates and executes Service-wide and centralized training plans. Coordinates all aspects of plan formulation with Financial Plan Managers. Advises on recommended funding levels and benchmarks. Allocates training budget to plan managers. Analyzes budget estimates, resource impact, and resource requests for consistency, reasonableness, and reliability of data, adequacy for attaining the objectives of the Service and conformance with established policies and goals. Analyzes the resource impact of management's program priority changes and recommend adjustments or alternative courses of action to accomplish these changes.
Performs operational reviews, prepares evaluations and provides guidelines pertaining to the effectiveness of complex program operations which involve and impact multiple IRS locations and/or organizations. May lead or coordinate lower graded employees in the reviews and evaluations of these complex programs.
May act as a senior analyst providing guidance and assistance to lower graded specialists.
May serve as a project manager responsible for accomplishing various analytical studies and/or projects involving complex programs, systems and issues which impact on multiple IRS locations and/or organizations.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
QUALIFICATION REQUIREMENTS:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience applying a wide range of evaluative and analytical methods and techniques, management and organizational techniques, and procedures to training plan implementation and monitoring. Experience directing, planning, and/or coordinating financial analyses of programs or projects (i.e., training programs) and formulating and executing program plans such as training programs. Experience analyzing budget estimates, resource impact, and reliability of data. Experience leading special projects and working with management tools and techniques to plan, schedule, implement, closeout, and evaluate complex multi-faceted projects. To be qualifying, your experience must include utilizing financial methods and techniques to prepare analyses and estimates; experience with written and oral communication including presenting findings to management, delivering briefings, and negotiating solutions to disputed recommendations, as well as preparing project papers, reports (i.e., training plan reports), manuals, and directives.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
