Duties

WHAT IS THE APPEALS DIVISION? Vacancies will be filled in the following specialty areas: Independent Office of Appeals-Collection Appeals The following are the duties of this position at the full working level. Participates with the Area Director in the development of program plans and otherwise assists in the administration of the office. Coordinates function with Counsel and Operating Division officials as required to review workflow, procedures, and training to ensure proper administration of the law. Communicates and fosters dialogue with subordinates, peers and customers, and partners as appropriate with NTEU. Leads team and coaches individual employees in the accomplishment of team objectives and effective problem solving. Mentors team members by providing timely assistance in their movement in processing cases and facilitating problem resolutions within the team and between other teams. Holds meetings on a regular basis with team members to provide updates on new issues and to ensure consistency. Maintains effective relationships with managers and employees at all levels of the Appeals organization, and with taxpayers or taxpayer representatives. Interacts with taxpayers and representatives to determine and meet customer expectations. Holds conferences and negotiates issues to resolve tax disputes. Conducts legal research and makes reasoned judgments on matters of fact and law. Evaluates the strength of the litigating position of contesting parties and negotiates case resolutions. Facilitates the success of the team members in promoting customer satisfaction, employee satisfaction and business results. Approves settlements for cases that exceed team members' settlement authority. Ensures team member settlements and team objectives comply with appeals vision and values. Analyzes new laws to determine possible impacts on Appeals' inventory and processes. Develops current and new tax law training, IRM sections, and guidelines/desk guides for the team as well as for all Appeals, Compliance, and Chief Counsel. Reviews new regulations, technical changes, and recent case law to assure controls are in place to properly administer new laws and ensure fair and equitable settlement of tax controversies. Coordinates and leads the team to implement changes related to technology, processes, procedures and the new tax laws.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. SPECIALIZED EXPERIENCE IR-04: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. In addition, your 1 year of specialized experience must include: Applying knowledge of Compliance/Collection investigative procedures, subject matters, organizational structure, and office policies and practices that pertain to the most complex Appeals collection issues. Applying knowledge of policies, procedures and practices relevant to the Appeals collection workstream in order to resolve issues. Applying knowledge of standard accounting and financial analysis techniques to analyze financial information (e.g., analyzing taxpayer transcripts, case files, financial books and records and other information to determine collectability for case resolution).Applying knowledge of tax laws and administrative procedures relating to liens and levies to ensure full taxpayer compliance and counsel taxpayers on alternatives; experience using various collection procedures such as Offer in Compromise and installment agreement to advise and discuss collection alternatives. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
