This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), IBC FMD Accounting Operations Division. The incumbent will be responsible for the performance of financial management administrative processes and functions.
Duties
Participates in the planning and performance of financial management studies that involve the analysis of interrelated administrative processes of budgetary, financial, procurement, and property management functions.
Recommending adaptation of established procedures eliminate problems or to improve the operations under study.
Participating in the review and evaluation of financial systems or effectiveness of internal controls and integrity of the organization's financial information.
Analyzing processing flows, reviewing data in reports and financial statements, and identifying abnormal trends and control weaknesses.
Reviewing and reconciling internal reports produced by the financial management system in order to determine compatibility of prior month status.
Processes adjustments to correct or update reports and/or preparing straightforward reports and statements that contain timely, accurate, and essential financial management information.
Qualifications
At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level in Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience for this position includes experience entering, modifying, and retrieving information from large-scale accounting and/or financial systems such as Oracle, FBMS, Concur and/or Treasury systems (Secure Payment System and/or International Treasury System); providing technical expertise to the accounting technicians, managers, supervisors, or client agency administrative staff in the areas of contract payments, vendor payments, federal payments, grant payments, travel payments and/or collections; providing technical expertise on complex regulations pertaining to vendor payments, travel, and/or collections.
OR
B. Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B or J.D., in a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR
C. A combination of specialized experience and graduate level education as defined above which equals at least 100%. Only graduate education beyond the first year is creditable to meet this standard. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
