You will serve as a CHEMIST of NAVDRUGLAB JAX FL. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

Duties

You will serve as a Laboratory Certifying Official (LCO) reviewing and certifying laboratory drug testing results and ensure all are forensically and scientifically supported. You will review testing documentation to verify all specimens are properly handled throughout the testing process. You will review chain of custody documents to ensure all procedures performed on specimens are accurately documented. You will review and certify all negative and positive drug testing results and forward to appropriate recipient. You will review testing documentation and ensure all testing discrepancies are properly documented.

  • You will be required to obtain and maintain current laboratory technical certifications.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience demonstrating all aspects involved in analytical chemistry and forensic toxicology, and their application to forensic drug testing at a high-throughput laboratory. Experience utilizing principles of chemical extraction of drugs and drug metabolites from biological fluids, and drug quantification using immunoassay, liquid- and solid-phase chemical extractions, gas and liquid chromatography and mass spectrometry. Experience applying the drug screening program objectives, policies, and operational procedures, with specific emphasis on the legal specimen chain of custody requirements, physical security requirements, laboratory accreditation and certification requirements, and requirements for absolute compliance with standardized operational procedures. Experience applying the principles, procedures, requirements, and work techniques of the full range of advanced operations, instrumentation, and practices for all laboratory departments. Experience selecting and applying guidelines to safety situations and recognizing and providing solutions and interim controls to identify hazards. Experience utilizing laboratory safety and appropriate steps to prevent accidents and injury. Experience conversing proficiently in both technical and administrative matters to a broad spectrum of both professional and nonprofessional personnel. Experience writing and interpreting written and oral instruction, procedures and detailed technical reports. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.
  • Degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
