About the Position: Serve as the Agency/Organization Program Coordinator (A/OPC) Program Team Lead in the Regional Business Oversight Branch (RBOB) for the Great Lakes and Ohio River Division (LRD) and be responsible for the regional direction, implementation, and administration of the Government Purchase Card (GPC) program. You will serve as the primary contracting representative to Resource Management on GPC issues and procedures and serve as the Subject Matter Expert for GPC-related matters.

Duties

Serve as the Government Purchase Card (GPC) program Team Lead. Responsible for the regional direction, implementation, and administration of the GPC program. Oversee GPC-related data calls, reports, and training. Provide technical direction, procedures, and regulations to support the use of the GPC and management of expenditures of public funds. Prepare written guidance and decisions, to explain and defend decisions to various personnel, using activities, contractors, or higher level reviewing officials to conduct training. Direct surveillance of cardholder statements to ensure compliance with public law and reconciliation of amounts charged to government by the banking facility prior to payment being made.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
  • This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Basic Requirement for Lead Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing training within an organization and to stakeholders on Government Purchase Card (GPC) policies and procedures; advising on purchase card issues or procedures; utilizing contracting procedures concerned with the use of public funds; and reviewing cardholder statements for compliance with policy and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Activity Program Coordinator for Purchase CardOral CommunicationProcurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
