This position serves as a Deputy Director in the Office of Science Policy, Engagement, Education and Communication (OSPEEC), Office of the Director, National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH), Department of Health and Human Services (DHHS) in Montgomery County, Maryland.

Duties

Identifying and providing insight into emerging trends and issues in biomedical research and their implications for the further development of NIH programs and policies. Developing strategies for addressing concerns as well as for fostering continued rapid progress in public health research. Providing advice and leadership in working with members of the organization and senior leadership of NIH, DHHS, and Offices. Participating in coordinating the review, analysis, and development of Federal policies to promote progress in data sharing and facilitating the exchange of information among Federal agencies, the academic research community and industry. Developing performance standards and evaluating work performance while also identifying developmental and training needs for the agency. Provide leadership and serves as the Institute's focal point for advising on activities related to Congressional affairs. Identifying unresolved and emerging scientific, medical, public health, ethical, legal, and social issues raised by data sharing and recommending appropriate strategies to address these issues.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: You must have successfully completed a full 4 year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained). AND: Have at least one year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: conceptualizing, developing, and implementing science-based strategic planning in biomedical sciences; developing, reviewing, and analyzing proposed or pending science policy for its impact on program operations of a large organization; advising senior management in developing, planning, analyzing, and managing science policy; evaluating the effectiveness of biomedical science programs or policies; supervising and providing scientific and administrative support for activities involving biomedical research; developing performance standards and evaluating employee work performance; communicating and disseminating complex biomedical research and science policy in plain language, and engaging diverse audiences to advance the mission of the Institute.
