This position serves the Guam Community-Based Outpatient Clinic's Primary Care Service and is physically located at the Saipan Outreach Clinic in Saipan, MP, located within the Commonwealth Northern Marianas Islands.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Coordinates budget planning and execution and provides recommendations on the allocation of funds and resources based on adjustments in program objectives and needs. Establishes and implements long-term and short-term policies and budget execution plans. Establishes financial priorities for needed personnel, services, supplies and equipment (both medical and non-medical), and allocates available funds accordingly within the services of control. Attends and/or speaks at various meetings of Veterans and local organizations and serves on various committees. Plans, coordinates and executes plans for the recruitment of and retention of a wide variety of professional and technical employees and helps ensure adequate human capital is available at all times for quality safe patient care. Serves as the Saipan Outreach Clinic staff coordinator by personally greeting veterans, putting them at ease, listening to their requests, determining the nature of their needs, answering questions, providing information, giving guidance, and initiating action regarding appointments, mental health care, beneficiary travel and registration. Provides and expedites required paperwork necessary to process Veterans for actions such as air transportation to Honolulu or Guam for medical care or hospital admission. Advises and assists veterans in the correct completion of forms and gathers information or documentation to confirm an applicant's military service and the nature of his/her discharge or separation. Serves as the primary liaison between the outreach clinic and Honolulu and Guam to resolve problems such as the need for medication from the VA pharmacy, travel authorization, etc. Exercises full responsibility for complete Medical Administration Service functions of the Primary Care Clinic. Effects implementation of administrative policies and procedures related to eligibility matters, beneficiary travel, medical records, and maintenance of the patient data base. Exercises responsibility for all planning, organization and administrative and professional coordination of the Saipan outreach clinic. Utilizes technical expertise in all laws and regulations governing entitlement for VA medical coordination of care benefits. Handles entitlement issues for inpatient and outpatient care, dental benefits, and beneficiary travel. Ensures that clinic staff is informed in order to achieve the objectives and program requirements of the Saipan outreach clinic and the Honolulu VA. Assures the quality of administrative procedures and adherence to various regulations governing admissions, outpatient programs, and patient medical records. Changes functions as necessary to improve the effectiveness of the Saipan outreach clinic. Coordinates administrative procedures with the various clinicians and programs the Veterans are entitled to. Performs other related duties as assigned. To qualify for this position at the GS-11 level, you must meet the following criteria: SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service. Specialized experience is administrative experience that included all or most of the following: personnel management functions such as recruitment activities, position management, and disciplinary actions; managing the administrative functions and coordinating workload in a healthcare environment; ensuring program compliance with policy and regulations; performing quality reviews of processes and procedures; developing and implementing process improvement initiatives; managing long-term and short-term projects; following-up on action items to ensure timely and accurate completion; conducting organizational studies and evaluations, procedures, and preparing procedural manuals; preparing correspondence in final form; coordinating all aspects of events/meetings/conferences; gathering and organizing information; preparing documents and presenting information at events/meetings/conferences; and managing intranet/SharePoint sites. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week -OR- EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree from an accredited college or university.
