National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.
Duties
Manage the civilian and military data elements in the manpower tracking system.
Plans, schedules, and leads highly complex NDU-wide studies and projects associated with the manpower management allocation distribution process to provide recommendations to improve the efficiency and effectiveness of university operations.
Responsible for preparation of reports regarding current status, reprogramming of manpower resources, and preparation of audit trails and strength files.
Executes the planning, developing, and directing of the manpower and force development program and force structure (Civilian, Military, and interagency faculty assignments) for NDU.
Reviews and analyzes impact of manpower changes, develops alternatives for achieving changes, and recommends preferred courses of action.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Obtain/maintain Secret security clearance.
Qualifications
GS-12 Specialized Experience is defined as: You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service. Specialized experience is defined as experience applying manpower regulation and policies for civilian employees; preparing manpower reports; and utilizing manpower database programs. This includes analyzing workforce reports and programs; and maintaining audits for workforce planning/manpower management.
GS-13 Specialized Experience is defined as: You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service. Specialized experience is defined as experience developing workforce reports and programs; and developing conclusions/recommendations/alternatives for workforce planning/manpower management and utilizing manpower database programs.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
