The Phoenix VA Health Care System (HCS) is recruiting for one (1) Education Technician in the Education service. The primary purpose of this position is to provide administrative, management, and logistical support to the department. The Education Technician is responsible for the coordination, and management of the educational programs offered to Phoenix VA HCS employees, and staff. This position is a crucial member of the Educational department.
Duties
The Education Technician is a crucial member of the Education department in the mission to ensure all staff comply with mandatory continuing education requirements. The major duties and responsibilities include but are not limited to:
Maintains compliance with established accreditation guidelines, governing policies, and procedures always ensuring staff and faculty compliance with these policies.
Provides and supports the establishment and/or control of the academic and personnel records for the training programs.
Coordinates event flyers, education staff schedules and arranges classes and educational meetings including use of conference rooms scheduler.
Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes.
Develops new procedures in response to new or revised policies.
Analyzes information obtained from surveys, and submits recommendations to manager, supervisor, senior specialist regarding evident priorities and quota allocations.
Preparation of curricula, preparation for academic site visits, and preparation of surveys including verifications of program manuals, files, rosters, and sign-in sheets.
Coordinates and conducts surveys of training needs on an annual basis.
Provides detailed guidance concerning survey procedures, training sources, available training courses, and course prerequisites for completing survey responses.
Assists with advising supervisors and employees of education training programs, events and the use New Provider Orientation invites and scheduling.
Communicates with departmental management on status of assignments.
Assists employees with technical issues that arise.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Designing domain curricula; assigning trainings; provides administrative and management support; provides logistic support; manages documentation and academic records. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have One full year of graduate education. [Transcripts are required. Unofficial transcripts are acceptable.] OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education but less than one year, and have less than one year of graduate education. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work required is generally sedentary in nature but includes standing, bending, and carrying light or medium loads of papers, office files, supplies and equipment. Standing, moving, and walking are also required when teaching, or illustrating a procedure or process. To ensure that training is available to all employees, the incumbent is required to be available for weekend, evening, and night shift duty. Fieldwork may involve traveling to meeting and sources of information.
Work Environment: Work is usually performed in the offices, meeting rooms, schools, or similar settings. The work areas are adequately lighted, heated, and ventilated.
