The primary purpose of this position is to serve as an assistant or the base Information Assurance Specialist and to administer the Communication-Computer Security (COMPUSEC) program, Air Force Electronic Key Management System (AFEKMS), Emission Security, and Information Assurance Awareness Programs.

Duties

Administers the COMPUSEC Program and protects Information Technology (IT) assets against unauthorized, accidental, or deliberate modification, disclosure, and destruction of data. Administers the Network Security Program. Implements procedures to ensure protection of information transmitted to the installation, among organizations on the installation, and from the installation on the local or wide area networks, the world-wide-web, or other communications modes. Administers the Communications Security (COMSEC) program. Controls and protects all cryptographic material and administers the Cryptographic Access Program (CAP). Administers the Key Management Infrastructure (KMI) program. This includes system configuration and operation of the Local Management Device, Data Transfer Device, and Key Processor. Responsible for the USAF F-22 conversion pertaining to COMSEC, EMSEC, and COMPUSEC requiremnts.

  • Recall to duty may be a requirement of this position.
  • Overtime and/or emergency overtime may be required.
  • Incumbent must be eligible for a TS or TS/SCI security clearance (special Compartmented Information), as required by duty location.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (Note: You must submit copies of your official transcripts) OR EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes: Utilizing IT security principles, methods, practices, systems and procedures to administer the INFOSEC program, analyze computer assets and establish security requirements; applying the findings of assessments to mitigate IT security risks through the implementation of corrective actions; and recommending corrective actions, assisting in the development of contingency plans, and providing information and assistance to customers on the preparation of certification and accreditation packages. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT INFOSEC security principles, concepts, practices, systems software, database software, and immediate access storage technology to carry out activities leading to security certification or accreditation. Knowledge of IT security principles, policies, products and services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. Knowledge of commonly applied telecommunications principles, concepts, and methodologies, operating characteristics and capabilities of systems, media, equipment, and related software systems, processes and procedures to assess the efficiency of operations and make recommendations involving equipment and system integrity. Ability to communicate effectively, both orally and in writing. Ability to develop and conduct training on information security. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
