The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 354th Civil Engineer Squadron, Operations Engineering Element, Requirements & Optimization Section.

Duties
Plans, organizes, and directs the activities of the R&O Section, ensuring that work complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents Operations Engineering Element with a variety of installation and functional area organizations.
Coordinates development and execution of Flight budget and work classification system in support of engineering/operations planning and execution.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technical Series 0802.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes manages oversight of facility maintenance; data standards and analysis; industrial control systems; pavements; utilities; electrical; mechanical; and structural systems; and warranty management. Manages oversight of the selected Activity Management Plans (AMP) and Sub-AMP plans as assigned. Tracks asset criticality and lifecycles, and measures asset performance. Establishes policies and procedures for accomplishment of assigned functions. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Identifies employee developmental needs and provides or arranges for training (formal and on the job) to maintain and improve job performance. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Ensures subordinates execute programs within financial guidelines and approved schedules.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of principles, processes and techniques of work order management, trades and/or crafts supervised and personnel management policies, practices and procedures, including sexual harassment and Equal Employment Opportunity/Equal Employment Treatment.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise subordinates.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to effectively communicate both orally and in writing.
Ability to manage the overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
