This Pipefitter position is in Facility Management at the VA Maine Healthcare System located at the Togus, ME location.

Duties

This position serves as a Pipefitter within the Facility Management Service at the Togus VA Medical Center, located at the Togus, Maine location. The primary functions include working with pipes and fittings from a range of high pressure to low pressure steam. trade. Duties may include, but are not limited to: Layout pipe, thread, rough-in and finish bathroom, rough-in and finish kitchen; Conducts minor welding repairs and fabrication requiring the use of oxygen, acetylene, arc welding, and pipe welding; Inspects, adjusts, cleans, and repairs plumbing fixtures and systems, steam operated equipment, heating and water systems, waste lines, kitchen and laundry equipment, air compressors, medical compressed air systems, vacuum systems, oxygen systems, and natural gas distribution systems; Reads and interprets blueprints and manufacturers' specifications for installing and repairing equipment; Conducts safety and preventive maintenance inspections of utility systems and equipment in accordance with VA regulations and National Codes; Interprets and applies building plans and blueprints to layout angles, arcs, and circles; Utilizes tools and equipment such as sliding squares, measuring tapes, dividers, and chalk lines; Performs other related duties as assigned. This position is in the Competitive Service. Veterans' preference does not apply Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until 12/31/2024. The initial cut-off date for referral of eligible applications will be 10/14/2024, with subsequent cut-off dates bi-weekly. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/31/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Employee will make repairs and installations from ladders, scaffolding and platforms, and where the systems and equipment worked on are in hard-to-reach places. Employee will be standing, stooping, bending, kneeling, climbing and working in tiring and uncomfortable positions. Employee will frequently handle, lift, carry and set up parts and equipment that weigh up to 50 pounds. Occasionally items may weigh more than 50 pounds. Work is done inside and outside, and is usually dirty, dusty, greasy, and smelly. There is frequent exposure to the possibility of uncomfortable heat conditions. The employee is exposed to the possibility of strains, cuts, scrapes, bruises, burns, and infections. The employee is occasionally exposed to the possibility of broken bones. Employee may be required to work in areas that have asbestos containing materials and will, therefore, be required to use personal protective equipment (PPE) including respirators and other equipment to prevent possible asbestos exposure. You will be responsible for completing respirator training, fit testing and training in the proper use and maintenance of general PPE.
