About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland.

Duties

The incumbent works with technical/functional SMEs in broad-based analyses required to define and document the Command’s inputs for long-range, strategic fiscal planning processes. Designs or refines analytical models and methods to support the J852/J8 and Command leadership team’s conduct of “what if” analyses and evaluate various COAs for possible inclusion in these strategic plans. Responsible for; conveying tasking, priorities and providing continuing technical direction, as required; defining and applying performance appraisal objectives; and identifying and planning for team members’ continuing professional development. Collaborates with DOD Service military personnel authorities to identify appropriately-skilled candidates for positions on the team, and facilities actions to bring them on board for full length tours of duties or extended reserve duty. Provides analytical expertise and leadership for the team’s development of mathematical and statistical methods, including automated analysis tools and models/simulations that are 'tailored to the Command. Assures the development of methods and models is the result of collaborating with representatives of the cyber community (e.g., analyses may be limited in scope to certain cyber professional categories) as well as other functional specialists. Leads team in the development, testing, and validation of mathematical models and computer-based simulations that permit the manipulation of variables to determine optimized funding levels and allocations to various elements. Provides technical expertise for the Command’s POM development/justification efforts for the Future Years Defense Program (FYDP). Provides interpretations of broadly-defined Defense Planning Guidance (DPG) and Cyberspace Operations Programming Guidance (COPG) and guidance received from higher echelons.

Requirements

  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.

Specialized experience would be demonstrated by: 1) Creating analytical models for financial management; 2) Collaborating with other teams on technical problems and solutions; 3) Advising others on the appropriate mathematical processes; 4) Analyzing financial data to determine the effects on the projected budget.
