The incumbent works for the Central Virginia VA Health Care System in Richmond, Virginia, as a direct report to the Mental Health Service, and is assigned to the Chief, Mental Health Service. Chief of Social Work also provides guidance and ensures all Social Work policies and directives are followed. This position provides clinical and administrative oversight for Mental Health Social Workers and ensures all comply and support organizational goals and objectives at all levels.

Incumbent collaborates closely with Chief Mental Health Service and assists with developing strategic plans, policies, procedures, and organizational structures required to fulfill the service line's mission. Assisting in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the social work staff of the assigned programs. The incumbent will assure the social workers whom he/she supervises is aware of and adhere to all current directives of VHA, State licensure standards, and VA-OIG expectations. The incumbent supervises staff in many areas of the health care system, thus the incumbent must be familiar with The Joint Commission's Standards, Hospital Standards, Nursing Home Standards, and Home Care Standards. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. The incumbent will participate in program evaluation, quality assurance, and customer satisfaction activities and develop performance improvement plans to improve measures and outcomes. The incumbent will also provide direct clinical services. Complete all required supervisory duties to include Time and Leave (T&L) for assigned staff and assigned back up T&Ls. Coordinate with Mental Health and Social Work leadership and HR on hiring and/or disciplinary actions. Complete annual evaluations for assigned staff. Performs the administrative and personnel management functions relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent works to resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. The incumbent will participate in continuous survey readiness through ensuring staff competency folders are up to date with required documentation. Reports, PI projects, and other documentation required for accreditation are kept current and up to date. Adhere to Medical Center Policies, (MCP) Standard Operating Procedures (SOP) for documentation. Adhere to approved templates and required standards for documentation as outlined by accrediting bodies such as Joint Commission, CARF, and/or revenue sources providing funding to VHA. Provide documentation sufficient to meet the needs of various interdisciplinary teams engaged in the discharge planning process both within the facility and for potential placement and/or aftercare programs/facilities. Adhere to MCP, SOP, and directives for clinical contact with patients, families, and collateral providers over the course of treatment, which includes pre-admission, program participation, and post discharge follow up. The supervisor provides advice and counsel to workers related to work and administrative matters. Invokes disciplinary measures as appropriate to the authority delegated in this area. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. Ensures staff complete all other required trainings within allowable timeframes. Incumbent supervises employees to accomplish the work in assigned unit. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. In collaboration with Human Resources and Credentialing & Privileging, tracks licensure for social workers, including continuing education requirements, license renewal and other requirements social workers must meet to deliver appropriate care. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going tohttp://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. Preferred Experience: Supervisory experience is preferred.
