Duties
Supervising the transporting of materials between warehouses, containers, dockside, barges, and ships decks or holes, operating of ships cranes or winches, as well as securing cargo.
Planning, coordination and execution of all phases for loading/unloading ships and containers.
Scheduling and supervising stevedores, and shipboard crane operators, blockers and bracers, riggers, crane operators, and material handlers involved in loading and unloading all types of cargo to and from barges, dockside and ships.
Coordinates and evaluates various training programs, and provides technical on-the-job training for subordinates.
Monitors worker performance and procedures, develops new procedures and enforces established policy and procedures to safely and economically accomplish work assignments.

Qualifications
Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.
