About the Position: You will serve as a senior program analyst in the Programs Management Branch, Programs and Project Management Division with responsibility for the entire programming/budget process to assure efficient, effective, and successful performance and achievement of established goals and objectives for assigned programs and budgets.
This is not a full-time, remote position. The duty station is Memphis, TN. There may be an opportunity to telework a portion of the work week.
Duties
Analyze preparations of justification data for higher authority.
Collaborate with contracting and operations to negate project issues and improve productivity.
Identify existing processes for project funding, scheduling, and performance measurements
Formulate project program and budget schedules for the projected year.
Provide advice to relative to consistency between project and budget documents and compliance with established policy.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business Travel / TDY is occasional.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes conducting special studies involving the analysis of work programs and program management requirements; writing speeches and briefings for high level representatives covering a wide range of topics concerning specified subjects for a wide range of audiences; providing recommendations on way forward with respect to budgeting policies, precedents, goals, objective, guidelines, and directives; and monitoring a variety of personnel issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
