Duties
Summary:
The primary purpose of this position is to serve as 12 AF (AFSOUTH)/A4, Logistics, Installation, and Mission Support Directorate, Deputy Chief of Logistics. Responsible for providing logistics readiness advice and assistance to the 12 AF (AFSOUTH) Commander, analyzing logistics readiness plans and programs, and accomplishing unit level planning of AFSOUTH logistics capabilities in support of theater readiness. Will serve as a staff logistics advisor to the Headquarters Air Forces Southern (AFSOUTH), subordinate commands, units, and detachments in USSOUTHCOM's Area of Responsibility (AOR) to improve the effectiveness and understanding of logistics requirements: to serve as the focal point for logistics and support planning and resources required for JCS, USSOUTHCOM, 12 AF (AFSOUTH) exercises, contingencies and Air Force Forces (AFFOR) support to the 31 countries in USSOUTHCOM's AOR.
Duties:
Serves as a lead logistician and advisor to the 12 AF (AFSOUTH) Commander and A4 Director on all logistics matters related to the development and implementation of USSOUTHCOM priorities.
Serves as the 12 AF (AFSOUTH) subject matter expert on logistics requirements supporting USSOUTHCOM CONPLANS, contingency and humanitarian relief operations and CJCS exercises in the USSOUTHCOM AOR.
Reviews strategies, designs, checklists and required logistics actions for adequacy and completeness involving 12 AF (AFSOUTH) logistics plans and programs. Provides multidisciplined analysis and guidance throughout all stages of program development, planning, and execution.
Represents 12 AF (AFSOUTH) on HQ taskers and logistics issues and developments at higher management level meetings (in-person and virtual) within the organization and at conferences involving COCOMs, MAJCOMs, HQ USAF, DoD, and other agencies.
Plans, organizes, and oversees the activities of the 12 AF (AFSOUTH) Logistics Division ensuring logistics support, training, budgeting, scheduling and planning complies with legal and regulatory requirements and meets mission objectives.
Performs supervisory personnel management responsibilities.

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
This is a Term position NTE 13 months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures and regulations applicable to a full range of logistics management to include cargo and passenger movement, supply chain management, equipment and vehicle management, warehousing, deployment planning and operations, personal property movement, global fuels and cryogenics, quality assurance, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron; knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of strategic visions, to evaluate overall logistics process effectiveness, and recommend methods to help the organization optimize use of resources and maximize efficiency and effectiveness; knowledge of analytical and evaluative methods and techniques to investigate issues or conduct studies concerning the efficiency and effectiveness of program operations and recommend improvements; ability to conduct significant interpretation of interstate commerce laws and regulations for application to achieve national security readiness requirements for the wing; and ability to prepare and present oral and written presentations and deal effectively with all levels of management during meetings, conferences, and related activities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo and passenger transportation (air, land and sea), supply chain and warehouse management, equipment and vehicle management, deployment planning and operations, global fuels and cryogenics, and logistic plans.
Knowledge of logistics regulations, practices, and procedures.
Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and in formulating solutions to complex problems.
Ability to plan, organize, and direct the functions and mentor, motivate and apprise the staff of an organization.
Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
