Vacancies will be filled in the following specialty areas:
Positions are in Taxpayer Services, CAS, Submission Processing Headquarters, eFile Services in
either BMF or IES Branches.
The following are the duties of this position at the full working level.
Plans, organizes, and carries through to completion broad, long-term analytical studies and projects requiring analysis of effectiveness, efficiency, and productivity of substantive, mission-oriented programs.
Analyzes program functions and/or areas to discern trends in program delivery. Analyzes overview report data to measure effectiveness in meeting baseline or the degree to which program plans and achievements support strategic initiatives. Serves as the process analysis expert for a program or function.
Develops various techniques and methods to assess costs and benefits of alternative programs and to evaluate the effectiveness of current programs.
Develops program plans, designs and issues directives and instructions, and develops recommendations to improve the effectiveness of the program segment.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 Level:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Experience in a wide range of qualitative and quantitative methods including financial methods to design and conduct comprehensive studies and projects and to assess and improve program effectiveness of complex management processes and systems where you will research and investigate new or improved business and management practices for application to operating programs;
Experience using project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex financial projects;
Experience in team management techniques to plan, organize, and direct team study work;
Experience using budgeting methods and techniques to prepare analyses and estimate resource needs;
Experience using administrative laws, policies, regulations, and precedents to prepare recommendations affecting financial program execution, evaluate new or modified legislation for potential impact upon agency operations and adapt into program goals;
Experience in oral communication techniques to present findings, negotiate solutions to disputed recommendations;
Experience in written communication techniques to prepare directives, policy statements, legislative proposals, financial reports and other written guidelines.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
