The Supervisory Investigator serves as Inspector General, located within the Headquarters, Defense Contract Audit Agency (DCAA), Office of the Inspector General (OIG). Reemployed annuitant: This vacancy does not meet the criteria for appointment of annuitants.

Duties

Manages all investigative activities and the prevention and detection of fraud and abuse relating to DCAA's programs and operations. Responsible for day-to-day oversight and management of the OIG, develops goals that integrate agency and OIG goals; Directs planning, analysis, and investigative initiatives in accordance with relevant regulations and policies. Provides strategic leadership of internal OIG administrative investigations of DCAA employees; resulting findings and recommendations may affect agency programs and individual DCAA employees. Ensures the integration of DCAA strategic and communications plans with those of the OIG and the DoD to include development of performance metrics and evaluation criteria to measure organizational performance. Serves as Senior Investigator and principal technical advisor for OIG; applying expert investigation techniques to initiate and accomplish complex/extremely sensitive inquiries and investigations. Represents DCAA in dealing with senior officials of various federal, state, and local law enforcement agencies, industry representatives, and professional societies. Oversees the DoD Hotline Coordinator function for DCAA, establishing procedures to ensure prompt review, necessary controls, identity protection and case file documentation and retention are in accordance with DoD directives. Leads budget formulation and execution, manpower and resource allocation, and organizational transformation Supervises a staff of two deputies and subordinate supervisors; reviews processes and procedures to sustain effectiveness, efficiency and productivity in the OIG.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-15 or equivalent level. Specialized experience must be documented in your resume.Specialized experience includes: comprehensive knowledge of, and skill in applying laws, regulations, policies and procedures sufficient to oversee and/or conduct a wide range of complex investigations or inquiries, and review and/or prepare reports to ensure compliance with applicable policy. Ability to provide expert technical advice, guidance, and recommendations to senior management and other investigative officials on investigations of complex and sensitive issues involving employee misconduct or deficiencies in Agency policies, programs and/or operations. Ability to lead and manage people to accomplish organizational objectives.
