The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of 5NAR95427, Management and Program Analyst, GS-0343-11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
Duties
Independently performs a variety of complex budgetary, administrative, and statistical functions to support budget formulation for the USAF EOS and subordinate units. Organizes budget data according to responsibility cost center category and object class.
Serves as a technical Resource Advisor assigned to the USAF EOS and subordinate units. Provides and coordinates financial resource training and access of unit appointed additional duty resource advisors, Defense Transportation System (DTS) Officials (Organizational Defense Travel Administrator (ODTA), Reviewing Officials (RO) and Approving Officials (AO)), and Government Purchase Card (GPC) Program (cardholders and AOs).
Serves as business advisor for EOS and subordinate units and ensures successful market research, independent cost estimates, acquisition planning, contract award, contract performance management, and interpretation of contract law. Provides advisory and hands-on assistance to functional area personnel involved in developing/revising technical specifications, Performance Work Statements (PWS), Statements of Objectives (SOO), Quality Assurance Surveillance Plans (QASP), Performance Requirements Summary (PRS), and COR checklists.
Manages the unit Performance Management Assessment Program/Quality Assurance Program, ensuring that all regulatory and administrative requirements are met. Reviews COR developed criteria for evaluating contractor performance to ensure checklists or summaries correlate properly to contract provisions.
Assists the Commandant in assessing the overall health of the unit. Focal point for the Commandant to ensure the Commander's Inspection Program (CCIP) concentrates on detecting non-compliance with applicable governing directives and on unit effectiveness.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies of clerical work processes in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however and have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying administrative regulations and operating procedures in budgeting, acquisition, and internal control systems, plus skill in applying fact-finding and investigative techniques (e.g., employee/supervisor interviews, review of work procedures, instructions, records, and files) to gather clear-cut factual evidence of administrative waste and abuse, or compliance/Non-compliance with regulations to include skill in preparing and delivering briefings on budget issues, development of contracts, and results of internal control reviews, along with recommendations for improvement.

EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Familiar with DOD Financial Management Instructions, policies, procedures, and the systems used to implement them: Defense Enterprise Accounting and Management System, Defense Travel System, Government Purchase Card program, Wide Area Workflow, etc.
Working knowledge of federal contracting laws, regulations, policies, practices, methods, and contract types.
Understand basic procurement and acquisition processes, including development of Requirements Approval Document (RAD), techniques used to draft Performance Work Statements (PWS), Independent Government Estimate (IGE) development, Manpower Requirements Validation (MRV), and Quality Assurance and Surveillance Plans (QASP).
Knowledge of Contracting Officer Representative (COR) responsibilities, contract surveillance, and quality assurance plan oversight.
Familiarity with the Air Force Inspection System (AFIS), Manager's Internal Controls Toolset, and Manager's Internal Control Program (MICP)
Skill in fact finding, analysis, and problem solving for complex, interwoven functions. Ability to effectively communicate complex subjects both orally and in writing using Microsoft Office.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
