The incumbent serves as a full-time Program Billing Specialist for the Business Office with direct
accountability to the Supervisory Mobility Transportation Specialist, Transportation section. Through
direct oversight, this person enhances the accountability and efficiency of Business Office fiscal programs including various contracts for the Business Offices, as well as all aspects of Beneficiary Travel including special mode and ambulance billing.
Duties
Major duties include, but are not limited to, the following:
Analyzes financial data and prepares reports for management with recommendations and explanations of trends, outliers, etc.;
Monitors short- and long-range program expenditure goals and actions;
Provides budgetary assistance and advice on the application of budget guidelines to program officials;
Prepares, reviews, and presents a variety of reports related to status of funds, workload and expenditures;
Determines the method of payment for authorized and unauthorized ambulance claims;
Receives invoices for payment of services and processes them through an electronic system;
Reviews pending items and ensures follow-up action is taken;
Researches and resolves complex issues within budget spreadsheets;
Reviews and certifies invoices that are received after having validated that goods or services have been received;
Provides administrative support and prepares written correspondence regarding benefits;
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as periods of standing and walking. In addition, some lifting and stretching is done when working with files, spreadsheets, supplies, etc.
