This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Chief of the Program Management (PM) Office, responsible for the overall management, control, coordination, and execution of assigned IM/IT Enterprise AIS Programs and subordinate projects.

Duties

Reviews, analyzes and evaluates program development, progress and performance of the program management contract staff. Incumbent applies an extensive knowledge of management concepts, methods, practices, and processes of planning, engineering, and scientific practices (e.g., Lean Six Sigma, DIWIA, PMP, etc.) Responsible for keeping the Commander/Director informed of the state of IM/IT by leading organizational inspection programs to ensure subordinate functions are being administered in an effective manner. Develops a Requirements List to capture analytical and technical recommendations on implementation and improvement. Incumbent demonstrates proficiency with the Project Management Process as defined by the Project Management Institute (PMI).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret (Noncritical-Sensitive (NCS) National Security Risk) security clearance.
  • Temporary duty (TDY) travel may be required up to 25% of the time.
  • Incumbent may be required to work outside of normal duty hours.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-14: One year of specialized experience which includes: 1) Conducting studies to determine information management/ information technology (IM/IT) requirements for computer software and hardware design; AND 2) Developing new or modified IT system plans and policies; AND 3) Conducting testing to identify and remedy issues in program development; AND 4) Presenting technical reports or briefings for IT software/hardware design. All experience areas shall additionally demonstrate each of the following competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication, and 4) Problem Solving. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
