THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FUEL DISTRIBUTION SYSTEM OPERATOR (TITLE 32), Position Description Number D1143000 and is part of the NC ANG, National Guard (ANG - 145th LGR SQ / PN 0843717).

Duties

As a FUEL DISTRIBUTION SYSTEMS OPERTAOTR, WG-5413-10, you will organize, administer and evaluate a segment of the fuels quality assurance program for the organization; ensure responsibility for product compliance inspections of all petroleum activities; draw fuel samples for frequencies and exact testing following procedures listed in appropriate technical orders; determine status and adequacy of actions taken on prior inspection items and prepares accurate reports for management use; conduct statistical surveys of petroleum products in areas where trouble had been encountered; analyze defect data, isolate trends and recommend corrective action; investigate problem areas, identify causes, recommend and take corrective follow-up action; verify quality through the application of audit and investigative methods to ensure compliance with established guidelines; direct, inspect, operate and maintain a complete fuel distribution system(s) to receive, store, transfer and issue both aviation and ground fuels in a Type III hydrant system; operate petroleum products distribution equipment by initiating and controlling the movement and storage of supplies throughout complete pipeline or tank farm systems, using telephone communications, signal systems, a central control board, or similar facilities; inspect systems for leakage, corrosion, faulty fittings, and inoperative components such as distribution lines, storage tanks, hydrant pits/outlets, oil/water separator, pumps, automatic/manual valves, meters, and system control rooms; perform operator maintenance to include checking components for operation, adjustment, pressures, and external leakage under pressure, removing/cleaning/inspecting receipt and dispensing strainers, calibrating additive injectors, draining water from lines, tanks, filter separator vessels and dike/containment areas; report more extensive repairs/needs; operate one or more types of special purpose design aviation and ground fuel tank truck vehicles having a capacity of up to 6,000 gallons and gross vehicle weight of 70,000 pounds used for fueling/defueling various types of aircraft and ground fuels applications such as AGE, power production, heating and engine test cells; transport fuel from the bulk storage area to the flightline issue point, positions the vehicle for the refueling/defueling task as required; monitor vehicle mounted main control panel, gauges, meters and instruments; operate deadman control safety system and coordinates with personnel at the aircraft or receiving point; exercise safety precautions during fueling/defueling operations; inspect and perform operator maintenance and safety checks to ensure that refueling equipment is safe and operational; modify all sales transactions to reflect fuel at 60 degrees using volume correction factor per DLA policy regarding capitalized fuel; operate, inspect and perform all required maintenance and repair on 400-5,000 gallon storage tanks; troubleshoot, test, and repair all aspects of mechanical & electrical systems and their subcomponents to include AC generators, complex wiring harnesses, regulators, automatic relays, AC and DC power generation circuitry, electrically controlled solenoids; as a result of such tests and diagnosis, and make necessary repairs and adjustments to obtain maximum operating efficiency; utilize electrical test equipment such as multi-meters to monitor system functionality and make repairs; inspect, maintain, perform operator maintenance, and minor repairs to support equipment and cryogenic samplers to include the following: air purging units, vacuum gauges, vacuum pumps, portable efficiency meters, portable samplers and other support equipment that is required to maintain the cryogenic storage tank in a ready condition to receive, store and transfer LOX or LIN; apply safety or precautionary procedures required in handling fluid; analyze, isolate, and correct system malfunctions; perform preventive maintenance on components and tanks, to include inspections; assess, monitor and review assigned Self-Assessment Communicators utilizing the Management Internal Control Toolset (MICT) program; use and assure proper fit of required safety equipment and personal protective equipment (PPE); plan, monitor and conduct On-The-Job Training (OJT), for assigned Fuels Management Flight personnel; maintain a consolidated tool kit program; perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

Military Grades: Enlisted (SrA/E4 to TSgt/E6) Minimum Requirements: Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position. SPECIALIZED EXPERIENCE: (Must have 18 months) of experience or training operating, maintaining, repairing, troubleshooting and overhauling fuel systems and components. Experience or training initiating and controlling the movement and storage of fuel supplies by operating high pressure systems with a series of terminals connected by cross-country pipelines or multi-fuel storage and distribution facilities connected by a network of internal pipelines.
