You will serve as an ACCOUNTANT in the Financial Management Division (FMD), Department of the Navy/Assistant for Administration (DON/AA) of ASN.
Duties
You will develop and provide recommendations on policies and procedures covering overall funds control, financial management and administrative accounting.
You will implement changes in command-wide accounting practices and procedures.
You will monitor accounting reports and systems to ensure processes are in accordance with Department of Defense (DoD) Financial Management Regulations, guidelines and policies.
You will serve as liaison to program managers, providing support to ensure accounting requirements are met.
You will participate in all facets of month-end and year-end close-out, mid-year and year-end certification of activity, headquarter/departmental levels, ensuring obligation of funds in accordance with regulatory guidance.
You will conduct special studies of financial accounting methods, procedures and performance of operations in terms of adequacy and effectiveness.
You will develop and recommend specific items concerning financial management for inclusion in policy statements, implementing directives and budgetary requirements.
You will meet with and assist senior management officials in applying financial data obtained from financial statements, report problems and recommend approaches to be used in putting accounting data to effective management use.
You will analyze and recommend costs and benefits of alternative methods of financial management of the organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will support monthly, quarterly, and annual financial reporting processes and ensure footnote disclosures are compliant with OMB Circular A-136 and SFFAS 1.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience developing and providing recommendations on policies and procedures related to overall funds control, financial management, and administrative accounting.
Experience monitoring accounting reports and systems (payment of invoices, purchase requests process, obligation of funds, etc) to ensure they are in accordance with applicable command regulations and policies; and
Experience analyzing and recommending costs and benefits of alternate methods of financial management for an organization's programs and administrative operations.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
