You will serve as a SUPERVISORY SECURITY SPECIALIST at the NAVAL ACADEMY.

Duties

You will serve as the expert on all aspects of USNA's execution of the Information Security Program and the Personnel Security Program in accordance with the applicable laws and DoD and DON directives and issuances. You will develop written command information and personnel security procedures for safeguarding and disclosure of classified and controlled unclassified information as well as the original classification and marking of documents created by staff. You will formulate and coordinate the security awareness and education program for the command (including all midshipmen). You will ensure that personnel security investigations, clearances and accesses are properly recorded in the Joint Personnel Adjudication System (JPAS), Joint Clearance and Access Verification System (JCAVS), and command data bases. You will coordinate and collaborate with various Administrative offices to manage Information and Personnel Security Programs.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Participation in the DoD SPeD Certification Program is a condition of employment for all DON employees hired into an indexed security professional position. The incumbent must become SFPC certified within two years of hire/appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required Top Secret/SCI security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing security program guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various degrees or levels of security controls; 2) Implementing strategies and plans for security programs specializing in information, personnel, industrial, and force protection consisting of physical security, anti-terrorism, and law enforcement principles; 3) Developing criteria for identifying, analyzing and reporting trends in security violations and other lapses in security; and 4) Managing staff and coordinating with civilian employees to execute tasks in line with organizational priorities.
