About the Position: This position serves as a Capability Development Specialist in Army Futures Command (AFC), Futures and Concepts Center (FCC) located at Fort Moore, GA.
DE-03 pay band includes GS-12 Step 1 through GS-13 Step 10.
Duties
Applying knowledge of the operational art of war; doctrine, tactics and military organizations and employment of multifunctional systems and capabilities to solve problems associated with organizations systems and joint service operations.
Leading small teams to frame complex problems for Doctrine, Material, Organizational, Training, Material, Leadership and Education, Personnel, Facilities, Policy (DOTMLPF-P) solutions.
Supporting capability DOTMLPF-P and lifecycle management with expert knowledge of the multifunctional systems area of responsibility and subsystems pertaining to all facets of the multifunctional systems mission area.
Subject matter expert in the evaluation of in-process review packages to ascertain program compliance with regulatory, statutory and policy eligibility to progress through the major milestone review.
Requirements
- A three year probationary period may be required.
- Business Travel/TDY up to 20% of the time.
- Must be able to obtain and maintain a Top Secret security clearance.
- This position is covered by the civilian drug abuse testing program. Incumbent must submit to a pre-employment drug screening, and random testing thereafter.

SPECIALIZED EXPERIENCE: One year of specialized experience at echelons above Brigade or Program Executive Office (PEO) which includes equivalent to the DE-02 (GS-11) grade level or higher in the Federal service which includes: 1) determining capabilities, roles, and missions of combat teams to support combat operations, 2) developing and implementing strategic plans and initiatives to identify capability gaps and 3) managing cross department large scale programs and projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11).
