The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment.
Duties
This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 5, 7-11, Regional Directors Office, Denver Field Division, duty stationed in Casper, WY.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Purchase supplies, uniforms, and other services as needed.
2. Manage fleet of 4-5 vehicles and tracks usage and manages fleet charge cards.
3. Assist managers with building and submitting Division's annual budget.
4. Manage the office records and works with regional records staff.
5. Manage mail, primary point of contact for the office visitors, assists staff with travel issues, liaison with agency financial division, etc.
The OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Work Environment:
The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts.
Salary Information
GS-11: $72,553 - $94,317 per annum.
GS-12: $86,962 - $113,047 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
GS-11
To qualify for the GS-11 position, you must meet the A, B, or C defined below.
A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Utilizing software and data bases in order to track information such as purchasing, procurement, supplies, property management; AND
2. Experience with tracking staffing actions for personnel support.

B. Education: A Ph.D. or equivalent doctoral degree

3 full years of progressively higher-level graduate education leading to such a degree.

C. Combination: A combination of successfully completed equivalent education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
GS-12
To qualify for the GS-12 position, you must meet the specialized experience defined below.
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Utilizing software and data bases in order to track information such as purchasing, procurement, supplies, property management; AND
2. Experience with tracking staffing actions for personnel support; AND
3. Planning and coordinating budget and financial plans; AND
4. Assisting managers with Human Resources functions such as preparing hiring documents, award documents and staffing plans.
