Duties
As a Senior Program Advisor, you will:
Plan, initiate, and conduct analytical studies to determine methods to expand the quality and availability of housing counseling expertise using various media and distribution channels.
Coordinate and serve as a catalyst for industry liaison activities throughout Housing, including activities such as industry meetings, newsletters, or broadcasts. Increases awareness of HUD/FHA programs to business partners, non-profit organizations and consumer groups. Fosters and develops positive relationships with these entities.
Prepare oral/written reports and presentations, and ensure that materials are presented in a clear, concise, and effective manner for the targeted audience.
Conduct analytical studies of various issues related to housing counseling in order to evaluate the effectiveness of current national policies and procedures in meeting Office of Housing Counseling and Departmental objectives. Defines problems and makes recommendations for more effective administration of housing counseling programs. Prepares reports on studies for use by senior officials.
Initiate and provide technical advice, guidance and interpretation of policies and procedures on Housing Counseling programs to HUD staff and members of the general public.
The mission of HUD's Office of Housing Counseling is to provide individuals and families with the knowledge they need to obtain, sustain, and improve their housing. OHC accomplishes this mission by supporting a strong national network of HUD-approved housing counseling agencies and housing counselors.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Experience in translating legislative and policy initiatives into housing programs; And
- Experience developing and executing communications and marketing initiatives; And
- Experience in program management including policy and process improvement and business transformation; And
- Experience working with senior officials in government, nonprofit, or the private sector to identify opportunities for collaboration and development of strategic partnerships to advance affordable housing goals.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
