About the Position: This position is located on Fort Novosel, AL.
Duties
Responsible for evaluation of contractor performance of all services provided under the installation base operations contract for Facility Maintenance and Repairs.
Provide written documentation such as inspection reports contact deficiency reports, etc. in accordance with Performance Statement (PWS), regulations, policy, and current practices.
Develops surveillance techniques and procedures to use in inspecting the operation of the facility Engineering maintenance and repair and functions under contract.
Inspects completed projects and services and noted, particularly in the areas of schedule, cost and technical performance adequacy.
Formulate recommendations for corrective action by the contractor when deficiencies and unsatisfactory conditions are encountered, and initiates follow-up checks to prevent recurrence
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to maintain a driver's license and operate a government vehicle.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year specialized experience which includes technical knowledge in dealing with quality assurance methods, principles, and practices in construction and maintenance/repairs, including HVAC systems operations, ground maintenance, pest management, utility systems, and building/structures (vertical and horizontal); inspecting maintenance/repair and construction services ensuring they were being performed according to the Performance Work Statements and applicable codes. This definition of specialized experience typical of work performed at the second lower grade/level position in the federal service (GS-09). .
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
