This position is located with the Bureau of Indian Affairs, District 3-Corrections in Phoenix, Arizona. Permanent Change of Station (PCS) may be authorized in accordance with agency policy.

Duties

Create, review, and update inter-agency policies and develop and revise operational standards, policies, procedures and guidelines for a BIA-wide detention/correction and rehabilitation program and ensure that the program is compliant with Department and National Corrections and Jail Associations practices and regulations. Implement change to support the mission and goals of the BIA. Develop, plan, coordinate and implement a detention/correction and rehabilitation program in Indian Country. Initiate actions for necessary changes that impact the overall operation of the program. Provide technical assistance to tribes, BIA and the Department in regards to negotiating and reviewing contractual agreements and will serve as the Contracting Officers Technical Representative (COTR) managing all contract beds in the district, conducting site visits, program reviews, annual reports, preparing budgetary estimates of construction/renovation projects as well as operation and maintenance expenditures, etc. Prepare instruction and information for field personnel for the creation and implementation of standards, policies, procedures and post orders. Prepares forms and bulletins to be used in the detention/correction and rehabilitation program. Inspect field programs and facilities to assure maximum coordination between BIA and the Department. Maintain an effective liaison with Federal, Tribal, State and local officials in promoting and enhancing cooperation and understanding of the BIA detention/correction programs mission and agenda.

  • Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Form BIA -4432 must be submitted with the application if claiming Indian Preference.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: GS-13: To qualify at the GS 13 grade level, you must have at least one year of specialized experience at the GS 12 grade level as a lead or supervisor monitoring, reviewing or evaluating regional or national federal detention/transport programs, such a coordinating educational, social service, health care, and rehabilitative activities; assist with the development of policy, standards and procedures for corrections/detention and/or rehabilitation programs; and provide recommendations to senior level officials to improve the effectiveness and efficiency of operations for a corrections/detention programs and/or other contracted or rehabilitation programs and taking effective measures on resolving issues. NOTE: To be eligible for Secondary Law Enforcement Coverage, you must 1) move directly from a federal Primary/Rigorous position; 2) complete 3 years of service in a primary/rigorous position, and; 3) must be continuously employed in a secondary position(s) since moving from a primary/rigorous position. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
