The primary purpose of this position is to provide engineering technical support to perform the more difficult and complex facility, equipment, and system programming task for contract projects required to support Andrews AFB and five outlying sites.

Duties

Designs and develops layouts, drafting, statements of work, specification, and cost estimates; assembles proposal packages for new military projects for construction, alterations, maintenance, and/or repairs to various base facilities. Technical representative for contracting officer. Provides construction management and control over assigned construction contracts. Prepares and process delivery order documentation and correspondence, construction permits, communication support requests, partial payment request submittals, diaries, etc.

Requirements

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

  • The work may require the employee to drive a motor vehicle. Must possess an appropriate and valid driver's license.
  • Five years of field experience in project management is desired.
  • Extensive building experience, construction estimating, and through understanding of materials and assemblies is required. Some college training and basic math is highly desired.
  • May be required at the convenience of the government to perform temporary duty travel by either government or commercial air transportation, and to utilize government furnished quarters and mess at temporary duty when available.
  • Professional contacts through memberships in professional organizations and personal contacts with pertinent authorities are desirable.
  • Must possess complete motor skills and manual dexterity to perform inspections in crawl spaces, tunnels, culverts, roofs etc. in accordance with AFOSHA standards.
  • This position must be able to obtain and maintain a Secret security clearance.
  • This position is Term-Not to Exceed 30 JUN 2027

Qualifications

Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Additionally, experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: 1) Planner and estimator who analyzed designs for production purposes. 2) Instrument maker or model maker who performed design or development work on devices fabricated. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical knowledge of general engineering concepts, principles, and practices and familiarity with engineering disciplines (Mechanical, Electrical, Structural, Utilities, and Pavement/Grounds). Knowledge of the civil engineering organizational structure and the interrelationships and interdependence of the flights and their responsibilities. Knowledge of a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved. Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, time standards, layout designs, and cost analysis. Knowledge of standard contracting regulations, practices, and procedures. Knowledge of current automation technology and practices essential for the accomplishment of projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
