Duties

Summary: The primary purpose of this position is to support base level Civilian training, formal training and WAPS Testing programs. This includes responsibility for administering, processing and performing the clerical and technical requirements of each of these programs. Duties: Manages Civilian Training Program. Manages civilian employee development programs. Assists WAPS Test Control Officer (TCO) or Test Examiner (TE) with scheduling and administrative workload. Assists with Formal Training duties.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes: 1) Providing a working knowledge of Formal, Military and/or Civilian training programs, their objectives, policies, procedures and requirements or similar processes in parallel business and industry organizations in order to administer a comprehensive training program. 2) Applying knowledge of and ability to use various applications related to program area such as Military Personnel Data System, Personnel Concept III, and Oracle Training Administration. Skill in the use of automation software and related equipment. 3) Instructing training courses in a classroom or seminar setting. 4) Communicating orally and in writing. 5) Planning, organizing work, and meeting deadlines. 6) Gathering, assembling and analyzing facts, drawing conclusions, devising solutions to problems, and identifying changes and trends. 7) Developing improvements in and designing new work methods and procedures. 8) Providing knowledge and skill in the application of DoD, Air Force, and other applicable policy, directives, instructions and regulations as they relate to areas of responsibility. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the methods, principles, and practices related to training program management and use of training resources; including knowledge of laws, regulations, policies, practices, and procedures covering civilian/formal and WAPS programs. 2. Knowledge of established financial regulations and procedures and ability to plan and administer civilian training funds within budgetary legal and regulatory guidelines. 3. Skill in written and oral communications to disseminate guidance on training issues, advise employees on course availability; and present issues and recommendations. 4. Ability to recognize and analyze problems, conducts research, summarize results and make appropriate recommendations. 5. Ability to use one or more established computer programs/software (Microsoft Office) to enter, maintain, sort, and retrieve organizational and/or program data. 6. Ability to communicate effectively, both orally and in writing, using tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
