THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This ND National Guard position is for a PRODUCTION CONTROLLER, Position Description Number D1259000/D1255000 and is part of the ND FMS 6, National Guard.
Duties
The purpose of this position is to perform maintenance production management, to achieve or maintain desired production levels, to serve as an equipment readiness expert for units supported by the facility, and to provide technical guidance and oversight to a lower-graded Production Controller.
Establishes plans and schedules for maintenance and repair, using multiple process production methods and procedures for a variety of vehicles and equipment such as combat vehicles, heavy-duty engineering and mobile equipment, tracked vehicles, towed and self-propelled artillery, communications and electronic equipment, guided missile systems, and small arms.
Ensures Modified Table of Organization and Equipment (MTO&E) or Table of Distribution and Allowances (TDA) reportable Line Item Numbers (LIN) are properly managed, reported and accounted for with respect to readiness reports, property accountability reports, and system management.
Programs workload, shop space, and available personnel on a short and long-term basis.
Ensures that unit Class 9 (CL IX) accounts are funded, budgeted, and executed to maximize readiness. Performs demand analysis on unit CL IX expenses to determine proper stockage to sustain unit mission requirements.
Designates and maintains current maintenance priorities by Force Activity Designator, pacing items, Equipment Readiness Codes (ERC) A, B, and C equipment type, available funds, commander's priority, state/national priorities (in the case of floods, fires, and mobilizations), and unit supported.
Analyzes repair methods and develops control procedures and policies to assure accomplishment of programs to meet priorities and deadlines established by higher authority or support activities.
Advancement to the target grade (GS 09) level is not automatic with the completion of the training time required at this grade level, but rather it is contingent upon the assignment and performance of higher graded duties on a regular and recurring basis. An Individual Development Plan (IDP) will be established for the incumbent hired at the GS 07 level. This plan will be designed to provide the individual selected with the opportunity to broaden their knowledge and hone their skills to meet the full operating level of the GS-1152-09, Production Controller.

- This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. GENERAL EXPERIENCE:
GENERAL EXPERIENCE: Applicant must have the experience, education, or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing, in a clear and concise manner, while understanding the terminology and data pertaining to maintenance operations and process characteristics of the production control activities.
SPECIALIZED EXPERIENCE GS 07: Applicant must have one year of experience at the GS 06 level, or civilian equivalent which includes: 1) the experience, education or training working with people from various levels and backgrounds. 2) Experience with a general knowledge of the functions and procedures of production control, systems (ex. GCSS-ARMY), records, references, and techniques for developing production control data. 3) Experience assisting or maintaining workflow and maintenance operations.
SPECIALIZED EXPERIENCE GS 09: Applicant must have one year of experience at the GS 07 level, or civilian equivalent which includes: 1) The experience, education or training scheduling workflow in more than one area and responsible for coordinating products or materials from support activities; 2) Experience in performing or supervising journeyman level work in a production facility; 3) Experience preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes; and 4) Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc.
